In 2018, UNC System Policy 1400.1 (Information Technology Governance) established that the chancellor shall designate the institution’s Chief Information Officer (CIO) or other senior staff member to oversee information technology governance and the implementation of the IT Governance Program. FSU has designated the CIO as responsible for oversight and implementation of the IT Governance Program.
What is IT Governance?
IT Governance involves managing and directing IT decisions to improve IT management, ensure IT compliance and to increase the value of IT investments. Most importantly, IT Governance ensures that our IT systems (software, systems, services, processes, standards, etc.) align and support the mission and vision of the FSU.
Governance Structure and Committees
IT projects, initiatives, and resource requests can originate from technical and functional advisory groups, senior leadership and individuals from across campus. Requests must meet specific thresholds for consideration. Requests are identified as academic or administrative and sent to the appropriate committee for review and approval. Once approved, the TIC approves the IT Projects quarterly roadmap, which includes all approved requests. The TIC identifies the thresholds and ranking criteria to use as a baseline prioritization and adjusts the ranking as needed. The TIC may defer to the cabinet on prioritization decisions at the members discretion.

Information Security
FSU's Information Security Program is an important function of IT Governance. Our Information Security Program is developed by the Chief Information Security Officer with approval by the Chief Information Officer. Once approved, it is submitted to the ERM Committee for consideration and inclusion in the annual Enterprise Risk Management plan. Our Information Security Program includes the following subcomponents:

IT Funding Approach
All technology purchases are required to go through a review by LARC and ITS per the University Purchasing Policy. Purchases that must be reviewed by LARC and ITS include, but are not limited to, software, hardware, IT consulting and contractual services, and networking devices and services.
IT Projects
Information Technology Governance provides a framework to ensure operational efficiency and effectiveness of FSU’s IT portfolio. The Project Management Office (PMO) assists with coordinating IT governance at FSU and provides data support for decision-making to Academic Technology and Administrative Systems Committees, and Technology Investment Council.
